I noticed my right shoulder is less developed then my left shoulder.
 
I also notice that when i do tricep close grip extension and dumbbell skull crushers my range of motion in my right arm is limited/weaker..
 
 
What do you suggest I do?
 
Is it really a problem with my shoulder or could it be due to tight/weak pectoral muscles???
 
 
Should I do:
-More reps
-Heavier weight
-keep the weight/reps as is and stretch more? Or
-Ice

Most people have a small difference between one arm and the other, with the dominant arm being the stronger.  If this is the case, there is not a ton you can or should be doing about it.

However, if the issue is caused by an injury, either something left over from an old issue or some sort of current inflamation, its a different story.

Do you know why you have this difference?

I never had an ACTUAL injury to my shoulder… I remember having some pain which I thought was due to inflammation so I took it easy for a week or two… This has happened more then once, i thought it was bursitis for a while but never got it checked
 
I am not so concerned with the esthetic difference. I am more concerned with an actual problem arising since I notice a difference with my form when i do close grip ext. skull crushers, dips, and various shoulder exercises. 
 
I also feel a pinch/discomfort in my traps and rhomboids when i reach one or both arms in the air.  For example when i am trying to reach for something on the top shelf i get a really sharp pain in my upper back?    
 
I want to fix the imbalance before it turns into a real problem.
 
Any suggestions what it could be?

Sounds like you should go see a doctor… it hurts to raise your arms over your head? Or maybe even a chiropractor. I was getting adjusted there for a while and it helped fix all sorts of problems with limited flexibility and back pain.
